Hourly to annual salary in Australia: $23 an hour by pay period

To convert an hourly rate into an annual salary in Australia, multiply it by your weekly hours and by 52. The National Employment Standards set a maximum of 38 ordinary hours a week for full-time staff, so $23 × 38 × 52 = $45,448. A day is 7.6 hours; paid annual leave and public holidays are already inside the 52 weeks for permanent employees. Most Australians are paid fortnightly, so that column is the one to check against your payslip.

How $23 an hour is taxed in 2026-27

From 1 July 2026 the first resident tax rate fell from 16% to 15% (rates: nil to $18,200; 15% to $45,000; 30% to $135,000; 37% to $190,000; 45% above). On $45,448 that means $26,800 at 15%, $448 at 30% — $4,154 before offsets. The low income tax offset then removes $318, leaving $3,836. The 2% Medicare levy adds $909. Compared with 2025-26 rates, the 15% cut puts $268 a year ($10 a fortnight) back in your pocket. Your marginal rate on the next dollar is 34% including Medicare.

You pay no income tax until yearly income passes $18,200 — at $23 that is 15.2 hours a week. HELP repayments start at 58.1 hours a week ($69,528), so a full-time week on this rate never triggers them without overtime. The 37% bracket ($135,000+) is out of reach at any realistic number of hours.

Is $23 an hour legal in Australia? For an adult employee, generally no. From 1 July 2026 the national minimum wage is $26.44 an hour ($1,004.90 for a 38-hour week), and casuals covered by it must get at least $33.05 including the 25% casual loading. $23 is $3.44 an hour short — about $6,797 a year on full-time hours. Lower rates can be lawful for junior employees (under 21), apprentices, trainees and workers on the supported wage system, and some modern awards set different junior percentages. If you are 21 or older and not in one of those groups, check your award with the Fair Work Ombudsman’s Pay Calculator: underpayments can be recovered.

Casual loading: is $28.75 really more?

A casual employee gets a 25% loading instead of paid annual leave (4 weeks), personal/carer’s leave (10 days) and notice. At $23 base that means $28.75 an hour. Work 38 hours for a full 52 weeks and the casual earns $56,810 — $11,362 more than a permanent — but take the same 6 weeks off unpaid and the casual year is $50,255, still $4,807 ahead of the permanent’s $45,448. Super is 12% of ordinary pay for both.

Permanent or casual at $23? A year side by side

Permanent versus casual at $23 an hour, 38 hours a week: permanent earns $45,448 a year including about 6 weeks of paid leave; a casual on $28.75 working 46 weeks earns $50,255. Permanent$23/h · 52 wks $45,448 Casual$28.75/h · 46 wks $50,255 Gold = paid leave (≈6 weeks)

Gross pay before tax, 38 hours a week. Casual assumes 6 unpaid weeks off a year to match a permanent worker’s 4 weeks’ annual leave plus 10 days’ personal leave. Illustrative estimate.

HELP / HECS repayments on $23 an hour

From the 2026-27 income year, compulsory HELP repayments use a marginal system: nothing up to $69,528 of repayment income, then 15c for each dollar above it, $9,028 plus 17c per dollar above $129,717, and 10% of total income above $186,050 (ATO). At 38 hours your $45,448 is below the threshold, so a HELP debt is not repaid through payroll — but indexation still applies each 1 June. Repayment income also adds reportable fringe benefits, reportable super contributions and net investment losses, so salary sacrifice does not dodge HELP.

Tips to keep more of $23 an hour

Casual for 6 months? Ask about conversion. Casual employees can notify their employer that they want to become permanent after 6 months (12 months with a small business) if their work has been regular. You give up the 25% loading but gain paid leave and notice.
Overtime and penalty rates. Each extra ordinary hour at $23 adds about $15.30 after tax and Medicare. Award overtime is often paid at 150% or 200%, so check your payslip shows the right multiplier.
Keep receipts for work deductions. Work-related expenses such as uniforms, tools, union fees and some car or phone costs can reduce taxable income. Claims need records and must be directly related to earning your income.
Run your exact payslip. Different hours each fortnight, salary sacrifice, HELP or a package that includes super are all handled by the Australian pay calculator.
Check the award, not just the minimum. Use the Fair Work Ombudsman’s Pay and Conditions Tool (PACT) to find your award classification. Most award rates rose 4.75% from 1 July 2026, and penalty rates apply for weekends, evenings and public holidays in many awards.
