Yes, for most income-driven forgiveness. The American Rescue Plan made student loan forgiveness tax-free for discharges through the end of 2025; that exclusion expired, so balances forgiven under IBR, RAP and other IDR plans from January 1, 2026 count as federal taxable income. PSLF forgiveness remains tax-free. State tax treatment varies.
What is taxable and what isn’t (2026)
| Type of forgiveness | Federal income tax |
|---|---|
| IDR forgiveness (IBR, RAP, PAYE, ICR) from Jan 1, 2026 | Taxable |
| Public Service Loan Forgiveness (PSLF / TEPSLF) | Tax-free |
| IDR forgiveness processed before Jan 1, 2026 | Tax-free under the ARPA exclusion |
NASFAA notes a narrow exception for some borrowers approved under a preliminary agreement who were not processed before the deadline because of backlogs. Other discharge types (disability, closed school, borrower defense) have their own rules — check IRS guidance or a tax professional for your case.
How big is the student loan tax bomb?
Forgiven debt is added to your income in the year it is forgiven. A rough estimate is the forgiven amount times your marginal federal rate — though a large forgiven amount can push part of it into higher brackets:
| Forgiven | At 12% | At 22% | At 24% | Save monthly (22%, 10 yrs) |
|---|---|---|---|---|
| $20,000 | $2,400 | $4,400 | $4,800 | $37/mo |
| $50,000 | $6,000 | $11,000 | $12,000 | $92/mo |
| $100,000 | $12,000 | $22,000 | $24,000 | $183/mo |
| $150,000 | $18,000 | $33,000 | $36,000 | $275/mo |
The example is a projection with simplified assumptions (income +3% a year, unpaid interest accruing). It shows why borrowers expecting IDR forgiveness should save for the tax in a separate account.
Ways to reduce or avoid the tax
- PSLF — if you work in public service, its forgiveness is tax-free.
- Insolvency — if your debts exceed your assets right before forgiveness, the IRS lets you exclude canceled debt up to the amount of insolvency (Form 982).
- Pay it off instead — if projections show only a small balance forgiven, extra payments may cost less than the tax.
- Watch Congress — proposals to restore the exclusion have been introduced; none was law when we checked.
When the tax hits: RAP and IBR examples
Forgiveness arrives decades from now, so the tax is a long-range planning item. Projections for $150,000 of graduate debt at 8.07% with $60,000 starting AGI (income +3% a year):
| Plan | Forgiven when | Amount forgiven | Tax at 22% | Tax at 24% |
|---|---|---|---|---|
| IBR (10%, 20 yrs) | Year 20 | $292,032 | $64,247 | $70,088 |
| RAP (360 payments) | Year 30 | $118,884 | $26,155 | $28,532 |
IBR’s forgiven balance is larger because unpaid interest accrues for 20 years, while RAP waives unpaid interest — so the RAP tax bill, if any, tends to be smaller but arrives 10 years later. State income tax may add to the bill: some states follow federal treatment and others exclude forgiven student debt, so check your state’s rules for the year you expect forgiveness.

Frequently asked questions
Is IDR forgiveness taxable in 2026?
Yes. The American Rescue Plan exclusion covered forgiveness through the end of 2025. IDR forgiveness from January 1, 2026 is federal taxable income unless Congress changes the law.
Is PSLF forgiveness taxable?
No. Amounts forgiven under PSLF and TEPSLF are not federal taxable income.
How much tax will I owe on forgiven student loans?
Roughly the forgiven amount times your marginal federal tax rate, plus any state tax — for example about $22,000 on $100,000 forgiven at a 22% rate, though a large amount can push income into higher brackets.
Can I avoid tax on student loan forgiveness?
Possibly, if you are insolvent at the time of forgiveness (Form 982), or by qualifying for PSLF instead of IDR forgiveness.
